Transparent Parliamentary Appointments Initiative

I. Description
Duration: February 2014 – April 2015

The Transparent Parliamentary Appointments Initiative Project has two main objectives: (1) to advance the capacity of Bulgarian Institute for Legal Initiatives (BILI) for civic monitoring and advocacy campaigns management and (2) to propose resolutions to overcome the deficits of high-profile public officials’ parliamentary appointments. The parliamentary procedures of nomination, election and appointment of the institutional leaders of independent control and regulator institutions, obliged with duties for the democratic functioning and rule of law are corrupted which affects the effectiveness of the public system and its subsystems.

This requires a revision of the existing framework for appointments and legal initiation of basic Standards for Transparency, Integrity and Accountability (STIA). STIA’s implementation is possible through civic advocacy and broad public deliberation of the issue as well as trough monitoring of the appointments and public presentation of the candidates.

II. Main Activities

BILI will:

1. Realize a special training seminar with external expert to advance its organizational capacity;
2. Carry out a methodology for public presentation of the candidates for high-profile state positions and will conduct monitoring on the parliamentary appointments;
3. Originate a pack of Standards for Transparency, Integrity and Accountability (STIA) for the parliamentary appointments;
4. Build up a civic coalition to pursue advocacy campaign for the legal implementation of STIA for the parliamentary appointments;
5. Establish an online platform which will present the candidates for high-profile state positions and will propose options for civic forum and dialogue;
6. Conduct public discussions on the parliamentary appointments with participation of representatives of all interested parties;
7. Popularize the NGO Programme in Bulgaria under the European Economic Area Financial Mechanism.
