Whistleblowing and Publicly Disclosure of Breaches – The Role of The Media and Protection of Their Sources of Information

Duration: January 2nd - July 31st, 2024.

The objective of the project is to establish an environment for the active and effective implementation of anti-corruption legislation and combating offenses at all levels, by creating sustainable practices in the application of the Protection of Persons Who Report or Publicly Disclose Information on Breaches Act, meeting the highest democratic standards. Efforts are directed towards fostering productive collaboration with Bulgarian media and journalists through a partnership with the Association of European Journalists – Bulgaria (AEJ). Media play a pivotal role in publicly disclosing instances of corruption and abuses, providing a channel for popularizing the new toolkit provided by the Protection of Persons Who Report or Publicly Disclose Information on Breaches Act for combating corruption by incentivizing reporting of irregularities, particularly the entirely new measures for protecting whistleblowers under Bulgarian legislation. A special emphasis is placed on public whistleblowing in the execution of the project.

In this direction, the project aims to achieve the following results:

  • - Increase public awareness regarding the possibilities of reporting irregularities and, specifically, submitting information through public channels, as well as understanding the most important measures for protecting individuals who report violations of the law.
  • - Familiarize Bulgarian journalists with regulatory frameworks and good European practices regarding the disclosure of corrupt acts and public reporting of violations, as well as provide clarifications on the details of the practical use of mechanisms for protecting whistleblowers and popularizing corresponding abuses in the media.
  • - Gather data regarding the generalized profile of individuals who are most actively involved in combating corruption by reporting violations.
  • - Analyse the main problems and challenges faced by journalists in their work with sensitive information provided by whistleblowers reporting breaches.

The Bulgarian Institute for Legal Initiatives implements the project in partnership with the Association of European Journalists – Bulgaria.
